RE: SUMMARY OF THE MARCH 9TH TAC MEETING
The following is a summary of the March 9th WCCTAC-TAC meeting. The sign-in sheet is attached (for mailed copies).
1. STMP Update – WCCTAC’s General Counsel, Bryan Otake, reported that about half of the interested parties had submitted comments on the draft Cooperative Agreement and Ordinance. Hisham stated that CCTA attorneys had comments on the Agreement that would be forwarded. An updated Cooperative Agreement and Ordinance will be distributed to all in the next week. The TAC discussed the Urgency Ordinance and its possible use and the importance of having a simultaneous rollout with equal protection for the whole region. Some discussion was held on whether or not CCTA should wait until the Agreement is adopted by all of the cities, or move forward immediately.
– The TAC agreed that each individual representing a member agency would check with their respective attorney/general counsel to determine whether or not they had comments (if they had not already submitted their comments) and report back to Bryan Otake.
2. West County Transportation Projects and Funding Sources – It was decided that the name of the chart be “West County Transportation Projects/Programs…” The TAC reviewed each of the Projects/Programs with the Primary Sponsor Agency providing a brief update on the current status and/or future plans for the Project/Program. It was suggested that items, (#2 and #4), be split and that two items be added (#23 Capitol Corridor increased service, and #24 express bus service).
– The TAC accepted the updates and agreed to make the changes as indicated on the separate handout and bring it back for further discussion and review at a later date.
3. Street WISE – Nancy Baer from Contra Costa Health Services presented information on workshops that will be held over the next five quarters suggesting that the first would be on April 12 or 26 (with the date being decided upon based on availability of interested parties). The first topic is slated to be “Traffic Calming,” with topic experts scheduled to speak.
– The TAC accepted the information and agreed to support the workshops.
4. Taxi Safety in West County – Staff presented information on a program in New York that partnered public and private funds to equip taxis with safety shields and cameras. The TAC discussed driver needs, city ordinances and dollars available for the program.
– The TAC agreed that it was a worthy project and that more research was needed before forming a recommendation. BART police should be included in the Sheriff’s forthcoming task force on taxicab driver safety.
5. San Pablo Avenue O & M Costs for FY 06/07 – (Rich Davidson and John Greitzer had to leave as the meeting was running overtime). Jerry Bradshaw requested more detail on the cost and reasons for increase.
– The TAC agreed to bring back the subject with more detail at a later date.
6. Other Business – It was reported that seniors within the City of Richmond are requesting a full time “Senior Liaison” position be created and funded by the City of Richmond to more fully meet the needs of seniors within the City (including transportation needs).
Linda Young presented a flyer for the BAAQMD Emissions Reduction Program. The flyer outlined the Transportation Fund for Clear Air grant program for public agencies within the Air District’s jurisdiction, its focus, goal, eligible project types, who can apply and funding process.
